Thomas Celsus was a Cinnabar citizen and businessman.
He served as business agent to Speaker Ramsey about two centuries prior to Daniel Leary's career. He founded the library that bore his name and later became the national archive of Cinnabar. A statue of Celsus stood in front of the main building.2:2
