The Elector was the ruler of the Commonwealth of Kostroma.
Many different clans fought for power in the form of the Elector's office over the centuries. At the time of Daniel Leary's assignment to Kostroma, Walter Hajas had just overthrown the last Elector, but became himself the victim of a coup supported by the Alliance of Free Stars. (RCN1)
